Washington has activated Curtis Samuel off the PUP list. Again: stayed on for conditioning purposes. Was on initially because of groin. Also: released WR Kelvin Harmon, RB Lamar Miller and DB Chris Miller. Harmon a mild surprise; they liked physical style but have other options.
