The developer behind the proposed redevelopment of the former Hunt Valley Inn has submitted a second option for the county’s consideration just in case his first plan falls through.
Steve Keelty of Shawan KB 245 and Keelty Homes told The Baltimore Sun the new alternative plan, “Plan B,” essentially serves to hedge his bets in case Baltimore County rejects his preferred plan for 290 housing units on the same space.
Plan B would raze 245 Shawan Road, more recently known as a Delta Hotels location before it was closed by Marriott in 2023, and build 14 separate structures, 12 of which would house 360 multifamily units and two others containing a combined 19,500 square feet of commercial space.
Keelty and consultant on the project Gary Berman said the proposed retail space in Plan B could include stores geared toward locals’ use, like a hair salon or UPS, amenities missing from the nearby Hunt Valley Towne Centre.
Should Plan A be approved by the county after the developers submit their final plan to the county, then “Plan B will never see the light of day,” said Berman.
If Plan A is approved, Plan B won’t proceed past the community input meeting state of the county’s development process, he explained.
Plan A’s recent community input meeting centered around issues of parking and traffic in the area. Plan B’s blueprints say the 18-acre site would provide 716 total parking spaces, almost half in garages and the rest on grade, for an estimated 4,000 trips a day.
The final development plan for Keelty’s preferred vision, Plan A, will be submitted within four to five months, Berman said. When those plans are submitted, those who attended the December community input meeting and signed in with their email will receive a notification, according to Jerry Chen, project manager for both plans.
After the final development plan is submitted, the county will hold a conference where agencies will provide comments to the developers. The last step for Plan A would be an administrative judge’s ruling to approve or reject the development.
Plan B’s community input meeting has not yet been scheduled, but it will be within 30 days of the plan’s Concept Plan Conference Jan. 7.
