A Texas state lawmaker has introduced a bill that would extend a ban on gender reassignment surgeries for children to all people.
State Rep. Brent Money, R-District 2, filed H.B. 3399, which replaces use of the word “child” in the existing ban with “person.”
Current law states “for the purpose of transitioning a child’s biological sex as determined by the sex organs, chromosomes, and endogenous profiles of the child or affirming the child’s perception of the child’s sex if that perception is inconsistent with the child’s biological sex, a physician or health care provider may not knowingly:” perform sterilization or breast removal surgeries, provide puberty blockers or remove healthy body parts.
Money’s bill changes each use of “child” in that section with “person.” He said the act “isn’t about judgment; it’s about accountability.”
“It targets the doctors and medical profiteers who exploit vulnerable people, pushing costly surgeries and lifetime pharmaceuticals for financial gain rather than offering genuine care,” the lawmaker posted on social media platform X.
Callie Butcher, founder of a law firm that says it represents people who value diversity, inclusion and innovation, told The Dallas Morning News the bill, filed last week, is “effectively an outright ban on trans health care,” noting it is unlikely to pass the state House of Representatives this session.
“I don’t think it’s something that we should ignore,” the newspaper quoted her as saying. “I think it should set off alarm bells for a lot of people, especially allies or those who have been saying this is only restricted to kids.”
Money, however, expressed concern in his post about protecting people affected by gender dysphoria, which the Mayo Clinic describes as distress that can happen when a person’s gender identity differs from the sex assigned at birth.
“I want to make it clear that my heart goes out to those struggling with gender dysphoria. These individuals deserve compassion, support, and real solutions to address their pain — not irreversible procedures that leave them scarred for life,” Money said.
