Larry P. Scriggins, corporate business lawyer, dies

Larry P. Scriggins, an attorney and partner at Piper & Marbury (now DLA Piper) who served on the boards of cultural institutions, died of an aneurysm March 31 at the J.W. Ruby Memorial Hospital in Morgantown, West Virginia. The former Mount Vernon resident was 88.

Born in Englewood, New Jersey, he was the son of Thomas Scriggins, a Lockheed Martin executive and Patricia Fowler, an elementary school teacher. He was a graduate of Bethesda-Chevy Chase High School, earned a degree at Middlebury College in 1958 and a law degree at the University of Chicago.

Mr. Scriggins, known as L.P., moved to Baltimore in the early 1960s and lived in Poplar Hill. He later bought a 19th-century townhouse on East Eager Street in Mount Vernon.

“Even though we lived downtown, Larry never walked to work. He left at six in the morning and came home at seven at night,” said his wife, Victoria Jackola Scriggins.

Mr. Scriggins was a partner at Piper & Marbury and specialized in corporate business law.

He was active nationally and a past chair of the American Bar Association Corporate, Banking and Business Law Section for two years, as well as chair of the Committee on Corporate Laws for two years.

“Larry was dedicated to being the best lawyer on complicated legal matters,” said legal colleague Shale Stiller. “He chaired a committee for the National Bar Association and faced off against the largest corporations in America. He was a real scholar and could answer complex legal questions.”

Mr. Scriggins also served as a board member for the Baltimore Symphony Orchestra, the National Aquarium and Baltimore Center Stage. He served two terms as president of the Center Club.

He also served on the boards of the old United States Fidelity and Guaranty Co., Four Seasons Hotels and the Chronicle of Higher Education.

In retirement, he enjoyed traveling the world and growing vegetables and flowers at his retirement home near Berkeley Springs, West Virginia.

Survivors include his wife of 46 years, Victoria Jackola; a daughter, Lee Scriggins, of Louisville, Colorado; a brother, Dr. Allan Scriggins, of Spokane, Washington; a sister, Sheila Scriggins, of Phoenix in Baltimore County; and three grandchildren. His son, Thomas P. Scriggins died in 2013.
