The Maryland Attorney General’s office has identified the 26-year-old man killed in a shoot-out with police in North Baltimore on Monday, as well as the officers involved in the incident.
According to a statement released Wednesday evening, Detectives Enger Jimenez, Steven Foster and Tony Tiburzi were patrolling in the area of the 4600 block of York Road when they encountered Jai Marc Howell, 26, of no fixed address.
Howell began to run when he saw the officers. Three officers followed him on foot, while one officer followed in a car, the attorney general’s Independent Investigations Division, which probes fatal encounters with police in Maryland, said in a release Tuesday.
During the chase, Howell brandished a firearm, prompting the officers to give him verbal commands that the man did not comply with, according to a preliminary IID investigation.
Howell and the officers exchanged gunfire, during which he was wounded. Howell was transported to a hospital, where he was pronounced dead shortly after arriving.
IID said officers found a semiautomatic firearm with an extended magazine near Howell at the scene.
Police were equipped with body-worn cameras that recorded the incident, IID said in the release. The video will be released typically within 20 business days, according to IID policy.
The officers involved are all members of the Baltimore Police Department assigned to the Northern District Action Team. Jimenez is a 4-year veteran; Foster is an 11-year veteran; and Tiburzi is a 5-year veteran.
The officers have been placed on administrative leave, per department policy, according to a BPD spokesperson.
